[LCA2015-Chat] keysigning party (Wed/Thu lunch proposal)

Agreed. I'd be happy for a quick lunchtime key signing and have any
extended talk about key signing best practices happen during the personal
crypto BoF on Tuesday. From past years history half of the BoF has been the
keyisgning it's self and half with talking about GPG keysigning in general
- usually resulting with the entire thing running over time.
