I too still have a dumb DVD player. I plays VCDs too.
https://en.wikipedia.org/wiki/DVD-Video#Audio_data
https://en.wikipedia.org/wiki/Super_Video_CD#Video
Video must be MPEG-2.
Audio must be MP2.
You want region ZERO, i.e. plaintext no CSS crappage.
As GNU/Linux can burn DVD in one shot may work with ISO rather than UDF.
2-layer media is hard to find and expensive so ISO on single layer DVD
may play in dumb machine that also plays VCDs.
PAL/SECAM: 480x576 25 frames per second will gives highest res for size.
Have not tried as I don't have the disc space or BW. I read the slides.
Video DVD mastering for dumb DVD players?

Debian stable gives me some hits:
dvdauthor - create DVD-Video file system
dvdtape - Create DVD master filesystems on DLT media
vcdimager - VideoCD (VCD) image mastering and ripping tool
genisoimage - Creates ISO-9660 CD-ROM filesystem images
wodim - command line CD/DVD writing tool
