For what it's worth, I didn't seem to need to do this explicitly.  When
using a manually configured wpa_supplicant on the laptop or the setup on an
Android tablet, I didn't need to supply the Quo Vadis root certificate.  At
least on the Linux side it turns out that this was already on the system
(installed via the distribution's ca-certificates package) and the same must
be true of Android.

If you do need to get it for whatever reason, the link Steve gave offers it
in PEM format so getting it into your system should be a straight-forward
exercise in this respect.
