Does the DHCP client on the Pi send the hostname while asking for an IP?
At home and work dnsmasq remembers the mapping of requested hostname and
IP address so that you can address it via DNS. I believe this is default
in dnsmasq, I know the dhclient config in Ubuntu doesn't send the
hostname by default though, not sure about Debian or Raspbian.
